DAPORIJO, Aug 29: The 138 Battalion of Central Reserve Police Force (CRPF) distributed Sports items to Govt Middle School, Police Colony and Govt Secondary School, Sikarijo under Civic Action Programme here yesterday.

Attending the programme at Police Colony Middle School, Upper Subansiri Deputy Commissioner Tahang Taggu explained the role of the para-military forces in the service of the nation besides their normal duty of maintaining law and order situation. He appealed to the public to extend cooperation to the CRPF maintain good relationship with them.

He requested the CRPF to organize more such programme in the district to make people aware of the activities of the paramilitary forces as well as to improve CRPF-public relationship.

CRPF officer in-charge Ram Krishan highlighted the activities of the paramilitary forces and their role in the society.

The main aim of organizing such programme is to help and build good-relationship with people in its area of operation, Ram Krishan said.

Students and staff from both the schools, general public attended the programme.

 

DC urged to intervene

ITANAGAR, Aug 30: Claiming that a sum of rupees 4 lakh issued by the Director of Art & Culture, Naharlagun vide order No. DAC/Festival/620/2013/545 dated Itanagar the 25th March 2013 for Nyokum Yullo celebration-2013 has allegedly never reached to the chairman of festival celebration committee; All Chambang Area Youth Forum (ACAYF) today appealed the Kurung Kumey District deputy Commissioner to initiate steps to unearth whole truth behind missing of such huge amount. It threatened to knock the door of court for legal action if the authority fails to initiate steps in this regard at the earliest. Meanwhile Nyokum Yullo Celebration Committee Chambang 2013 claimed that the demand draft was not received by the deputy commissioner Kurung Kumey till date. It urged the authority to set up an enquiry to dig out the reality of misplaced demand draft.

 

Condemnations on sexual assault continue

ITANAGAR, Aug 30: The condemnations on the minor students’ rape at Green Valley Residential School Likabali in West Siang district are still pouring in from the all quarters of society and organizations.  

Galo Indigenous Faith and Cultural Council, Global Human Rights Organization, Nyoi Ao Welfare Society and Tagin Welfare Society Itanagar today condemned the incident while terming it as inhumane act.

The organizations appealed to the authority to give exemplary punishment to the accused and not to grant bail.

The human right organizations suggested the state government to prepare a proposal to set up separate girl education in each district.  Meanwhile Tagin Welfare Society condemned the physical assault on officer incharge of Likabali police station. It said that attack on law enforcing agency is high condemnable.

 

Solung Festival soccer trophy final today

YINGKIONG Aug 30: Donyi-Sanggo team of Damro beat Young Soccer team of Yingkiong in the first semi final match of on-going Solung Festival Trophy being played at Yingkiong.

AOA urges forest dept. to conduct recruitment against sports quota

ITANAGAR, Aug 30: Arunachal Olympic Association (AOA) has urged the state forest department to immediately conduct recruitment against sports quota by floating advertisement afresh.

AOA, in a release, said that the forest department has not yet conducted recruitment against sports quota after giving advertisement three years ago. It also urged the department to implement 10 percent reservation policy for sportspersons as announced by Chief Minister Nabam Tuki during a function organized to distribute cash incentives to meritorious medal winning sportspersons of the state at Banquet hall here yesterday.

 

Leadership training for LAMPS shareholders held

ZIRO, Aug 30: Two days ‘Leadership Training Programme for the shareholders of Subansiri Large Multipurpose Cooperative Society (LAMPS) was organized at Abotani Hall on August 26 and 27 by the Co-operative Union Training Centre (CUTC), Naharlahun, informed Koj Tara, Chairman, LAMPS.

G Nyorak, Chief Executive Officer, K. Riba, Asst. Education Officer and S R. Biswas, senior lecturer from CUTC attended the programme as the resource persons.

While highlighting the aim and objectives of the training, G. Nyorak explained on implementation of Vediya Nyketon Committ and amendment of the Cooperative Societies.

S R Biswas spoke on subject matters like management and function of the Cooperative Societies, micro finance and agricultural marketing, formation of Board of Director and its functions as well as the Self Help Groups while, R. Riba, AEO spoke on principles and practices of Cooperative Societies.

ITANAGAR, Aug 30: Adi Students Union of Guwahati celebrated Solung festival with great enthusiasm at Guwahati City Guest House on August 25.

MLA inaugurates school

ITANAGAR, Aug 30: MLA Takam Pario has inaugurated the Govt ME School, Radang on August 25.

Speaking on the occasion, the MLA explained the villagers about the importance of education for all round development. He suggested the parents and guardians to send their wards to school regularly and take proper care of their education. He also highlighted various developmental activities in the village.

Meanwhile, the MLA assured to look into the demands in the memorandum submitted to him by the Anchal Samity Member (ASM) of Radang Acnhal Segment.

Donated blood units transferred to ASH

ITANAGAR, Aug 30: In a ‘first time’ for the state, voluntarily donated blood units were transferred from Blood Bank, General Hospital, Pasighat to Arunachal State Hospital, Naharlagun today, using the Blood Transportation Van of Arunachal Pradesh State Aids Control Society (APSACS).

The blood units were collected in a voluntary blood donation camp conducted by the NSS unit of College of Horticulture and Forestry (CHF), Pasighat on August 24. It is worth mentioning here that 48 unit blood were collected during the camp.

Blood is a scarce commodity in Arunachal Pradesh despite the efforts of APSACS under which all Blood Banks of the state are run) to create awareness on Voluntary Blood Donation.

Dr. Nabum Budh, Deputy Director, Blood Safety, APSACS informed that only 5000 units of blood are donated against yearly requirement of 15000 units.

Dr K. Lego, Joint Director of Health Services, General Hospital lauded the effort of the NSS unit of CHF, Pasighat and called upon the NGOs of the state for the noble cause of Voluntary Blood Donation by conducting donation camps.

 

Flash flood damages dwelling houses

ITANAGAR, Aug 30: The flash flood triggered by heavy rain reportedly damaged few dwelling houses at F & G Sector Itanagar on Thursday. This was informed by Ward no. 6 councilor in a release today.

It said that flood water damaged one Koda Yapi’s  resident and the house is on verge of collapse. After visiting the site, councilor Bogum Jumi Teli appealed to the water resource department to take the stock of situation.

 

House gutted down

ITANAGAR, Aug 30: A house of one H. Tatu, gram panchayat member of Dali village under Dali circle in West Siang district was reportedly gutted down on Thursday around 6.pm. All the belongings such as antique materials and other valuable were burnt down to ashes, it claimed. The West Siang Sub-Block Congress Committee appealed to the district administration to provide immediate relief to the fire victim.

 

ASSU hails Papum pare police

ITANAGAR, Aug 30: The All Sagalee Students Union (ASSU) today lauded Papum Pare police for arresting the person involved in death of late Techi Juna, Assistant general secretary of the union who died recently. It is said the district police has nabbed the person involved in death of Juna on 23rd August last. ASSU further appealed to the police to arrest other persons also, release added.

ITANAGAR, Aug 30:  Arunachal Pradesh Colleges’ Forum (APFC) in a six-point memorandum addressed to the Education Minister has fervently appealed the state government to immediately appoint subject lecturers in various colleges of state, construction of permanent building of Govt College, Doimukh, construction of more classrooms and to increase the lecturers in DN Govt College, Itanagar, up-gradation of DN Govt College, into modal college of state, creation of associate/assistant professors’ posts for various colleges and immediate construction of boundary wall at Nyapin, Daporijo and Doimukh Govt colleges.

 

Cancel transfer order: Org

ITANAGAR, Aug 30:  The Parsi-Parlo Area Youth Organization  (PPAYO) urged the state health department to cancel the transfer order of medical officer who have been transferred from primary health centre to CHC-Raga. The organization claimed that medical officer has been transferred from the area without deploying reliever.

 

NLCPR, SPA projects implementationreviewed

YINGKIONG Aug 30: The District Monitoring Committee on Projects under NLCPR and SPA comprising PWD Mariyang, PWD Yingkiong, RWD Yingkiong, WRD Yingkiong, PHE&WS and Electrical Division Yingkiong of Upper Siang district was held yesterday in DC's Chamber under the chairmanship of Deputy Commissioner, Liyon Borang. The members discussed the latest position of the various projects taken up and implemented under NLCPR and SPA in different parts of Upper Siang District.

Few of the major projects are – Construction of Steel Suspension bridges over Siang at Kodak, Gandhi bridge point, construction of road from Pugging to Palling, construction of steel Arch Bridge over Yamne at Raglat, construction of VKV school building at Ramsing etc.

Deputy Commissioner asked all the executing agencies to speed up the on-going construction work to accomplish the work in time in judicious manner for immediate public utility services. DIPRO

 

138 Bn CRPF conducts free medical camp

BOMDILA, Aug 30:  The 138 Bn Central Reserve Police Force (CRPF) deployed at Bhalukpong conducted a one-day Free Medical camp at Tippi (Upper Bhalukpong) under its Civic Action Programme recently.

Reportedly a total of 240 patients were examined and necessary treatment given. ECG was done and investigation and tests carried out for malaria and free medicines were distributed to the patients according.

The camp was inaugurated by Extra Assistant Commissioner (EAC) Bhalukpong Rakjum Rakshap in presence of Ram Krishan, Commandant 138 Bn CRPF, Dr. CM Nugllie, CMO (OG) 138 Bn, host of doctors, paramedical staffs and officers from the locality. DIPRO

 

Successful heart surgery of a minor

AALO Aug 30: A five-year-old Jekom Dorji was born with a hole-in-the-heart. His parents, who live in remote Along, West Siang district in Arunachal Pradesh, were very troubled with their son’s breathlessness and frequent illnesses.  The poor parents approached Colonel G.S. Chundawat of 19 Grenadiers based in Along for their son’s treatment. He arranged for Jekoms  check-up, which revealed the cause for his illness.

Col Chundawat also got in touch with Manas Foundation in Kolkata which facilitates and sponsors heart surgeries for needy children born with Congenital Heart Disease.  

Accordingly Baby Jekom arrived at the Mission Hospital, Durgapur, on August 24, his surgery took place on  August 26 and he  is already off the ventilator.          

The MD and Chief Cardiac Surgeon of the hospital, Dr Satyajit Bose, informed  “Jekom Dorji has been doing well.” Dr Bose has been associated with providing quality medical care to the underprivileged since the inception of the hospital in 2008.

3 days job mela cum interview rally kicks off

ITANAGAR, Aug 30: Arunachal Pradesh Governor Lt General (Rtd) Nirbhay Sharma has called upon the job aspirants to change their mindset and to look beyond government jobs. “Hone your skills and realize your talent to take the employment in non-government sectors and seek self-employment”, he said.

Inaugurating the three-day maiden mega Job Mela cum Interview rally at Indira Gandhi Park here today to facilitate employment to the unemployed youths of the state through various skill development trainings, the Governor called upon the youths to take maximum advantage of this programme.

Stating that the state is home to 26 different tribes with more than 110 sub-tribes and a treasure house of unique traditional skills and craftsmanship, he asked them to explore this, adding that the job mela is the first of its kind in the whole of North East Region.

Calling himself the “Gaon Burah” of the state, the Governor said, “we as a state are peaking in terms of our employability dividend way ahead of rest of the country. Next 15 to 20 years will therefore be decisive for the state, because we will gradually start tapering down thereafter and rest of the country will then be on an upward curve. We must appreciate this vital fact and seize the opportunity of our life time for the present generation and the generation next”.

Our employability dividend, that is the population in the age group 15 to 59 years bracket is 55 per cent of the total population, he said, adding in the districts of West Kameng, Tawang and Papum Pare, it goes up to 60% and this percentage is against the National average of 34 per cent.  He said that the vital developmental projects in terms of hydro-power, infrastructure and agriculture, tourism and essential services require skilled and un-skilled manpower, besides there are also many skills which have trans-national application to bring the state into the mainstream of the country.

The Governor added that the Job-cum-Skill Development Interview Rally in various skills/trades will give a window into the job market and an opportunity to fill in the slots. If implemented successfully, we are looking at the possibility of an ambitious, but attainable target of providing employment to 1 lakh youth in the next five years, both within the State and outside the State, he said.

Expressing his happiness to see the response of the Vocational Training Providers, public and private organizations and the youths in the programme, the Governor categorically impressed upon the youths to move out of their homes and go out within the country and abroad to be part of the global village. “Do not look for short cuts and easy money. No country or community has progressed by remaining within. You have to prepare to acquire wings and fly away. The youth of Arunachal Pradesh has all that it takes to reach on the top. Believe in yourself and think of the bright future lying ahead of you. Do not miss this opportunity. If we can put our act together, rather than being job seekers, we will be the job providers for rest of the country”, he said.

Calling upon the Vocational Training Providers to mould the skills of the state’s youth and train them to meet the job market demands, the Governor hoped, “ It is not a one time exercise and we are looking at your long term relationship with us. I am certain that you will meet the aspirations of the youth and the State in full”. The state government, National Skill Development Agency and other organizers should monitor the progress of the project, apply corrections if required, review the success rate periodically and take feedbacks from all stake holders including youth, society and officials down to the district level to maintain the momentum of march towards the goal, he said.

Addressing the youths, who have come from various districts of the state to attend the job mela, an emotional Chief Minister Nabam Tuki stated “today we are writing a new chapter in the history of Arunachal Pradesh as for the first time a massive Job Mela cum Skill Development Selection Rally is organized.”

“I am very much sure that this mela will fulfill the dreams of hundreds of our youths in getting gainfully employed to live a life of contentment with their families”. Informing that the objective of the rally is threefold – to sensitize the youths about employment opportunities within and outside the state, to provide them skills for employment, and to help them in getting employment in different organizations and companies within as well as outside the state, Tuki said in today’s fast growing economy, sustainable livelihood is a major challenge particularly for those in the rural areas, who do not have exposure to the booming industries in varied sectors that offer innumerable avenues of employment. He said that the local people look up to the government for employment and the government is doing everything to accommodate as many unemployed educated and qualified youths as possible, adding his government is committed to facilitate the skill learning and knowledge for the available and upcoming market. Skilled workforce will improve the productivity of the society and increase the earning of the youth as it is also a process of learning the dignity of work, he said.

Stating that as a welfare government, we cannot shy away from our responsibilities of tackling the burgeoning problem of unemployment, the chief minister, who took the initiative for this job mela cum skill development rally said “We are committed to create job opportunities and means of sustainable livelihood for our youths. And this mela is a step in this direction”.

Reiterating his government’s commitment to create employment avenues to provide sustainable livelihood – that may be in the form of jobs or self-employment – to at least 1 lac youths within the 12th Five Year Plan, Tuki informed that last year a target was set of getting 10000 youths employed and have surpassed it with employment provided through skill development to 17, 327 youths, adding this year, target of creating employment avenues for 25000 youths have been set. He was hopeful that the tremendous response received from all sections of the society to this mela, the target would surpass this year also.

On the occasion Tuki also informed about the police recruitments and setting up of women police stations in the state facilitating recruitment of women police.

Expressing his gratefulness to the Vocational Training Providers(VTPs) from different parts of the country to partner with the state government in its endeavour to develop skills and create job opportunities for state’s youths, Tuki informed that skills and employment will be made available in varied fields like Fashion Technology, Beauty Care and Spa, Security Guard, Hospitality, Computer Aided Design, Aviation, Travel and Tourism, IT, etc. He further expressed his happiness that 35 Vocational Training Providers including power developers are participating to screen and select youths for skill development and employment. After a candidate is selected, the cost of training, assessment, placement, travel, boarding and lodging, etc will be borne by the state government, he added.

Tuki called upon all unemployed youths of the state to take maximum benefit of the three-day mela and urged those, who could not make it to this maiden event or will not clear the selection process, not to lose heart and keep confidence on the Government. He assured to organize more such events in the future, adding the government will not rest till at least one member of each family of Arunachal Pradesh is gainfully employed or sustainably self-employed.

Earlier, Industry Minister Tapang Taloh appreciated the chief minister for the innovative idea of conducting job mela with an objective to give suitable placement to unemployed youths through skill development trainings to reduce unemployment problem in the state.

Highlighting on the various CM’s flagship programmes, he hoped that through these programmes the state will progress and go on the path of development.

While introducing the scheme, Sharda Prasad, Principal Advisor to CM, gave a brief on the Job mela organized for skill development training of unemployed youths by various Vocational Training Providers (VTPs) from all over the country.

J P Rai, Director General, National Skill Development Agency in his address called upon the youths to avail the best of the opportunity and choose their trade of choice for gainful employment, while State Chief Secretary, H. K Paliwal hoped that the Job mela will be successful in addressing the unemployment problem in the state.

On the occasion, farm machineries under CM’s Agriculture Mechanization programme were distributed to some of the beneficiaries of PapumPare district.

Later, all the VTPs gave presentations on the courses offered by them followed by counseling and selection of candidates. 30 VTPs from all over the country are participating in the 3 day long job mela for counseling and selection of candidates in various trades. Byaling faces public ire over

power crisis at Seppa

ITANAGAR, Aug 30: Minister Rural Development, Panchayati Raj and Power Tanga Byaling faced unprecedented public ire at Seppa in East Kameng district today over the month-long power crisis in the district.

Sources from Seppa informed The Arunachal Times that hundreds of people mostly students and general public under the aegis of ‘Every Concerned Citizens of Seppa’ (ECCS), a temporary forum, gathered at police station around 6 am and took out  protest march towards government higher secondary school Auditorium with black badge on their arms and chest symbolizing the “darkest weeks”.

Hundreds of angry protesters marched about three and half kilometers with rumbling slogans against the state government as well as the power minister whom the public accused of ‘less concerned’ for the people of district, sources added.  However security forces controlled the situation and averted any kind of violence. The power minister was supposed to attend sensitization cum training programme on centrally sponsored flagship programmes involving elected panchayat leaders which was conducted by the district rural development agency in coordination with department of Panchayati Raj and State Institute of Rural Development at Auditorium hall.  However the programme was disrupted by the protesters, who were demanding for early restoration of electricity in the district and compelled Byaling to leave the programme half-way

Sources later disclosed that the power minister had to face public ire moment he landed up in Seppa, as a group of youths reportedly forced the power department to cut power supply to town as mark of protest. The youths gathered at deputy commissioner official bungalow on Wednesday and urged DC to stop show VIP centric attitude. “We have no intention to disrupt DRDA programme, rather our protest is to let minister know that people are angry at Govt and power department for failing to address our basic needs” said one of angry protesters who don’t want to be named.

 

 

Siram calls for  gender sensitization prog in all schools

ITANAGAR, Aug 30: Education Minister Bosiram Siram has directed the district authorities to initiate gender sensitization program in all schools of the state and take steps to prevent sexual harassment of girls in schools and hostels, either government or private.

Addressing the DDSEs in a meeting at SIRD conference hall here to review the implementation of SSA programs in the districts, the minister directed the authorities concerned to appoint only lady wardens in all hostels and to ensure security and safety of girl children by providing requisite infrastructures.

Also, a grievance redressal cell in each school/hostel should be set up to hear the grievance of hostellers at school level, he said.

The Minister also directed the DDSEs to constantly monitor the functioning of private schools, and to take action wherever any anomaly in its functioning is detected.  The DDSEs have been asked to submit Utilisation Certificates  of  fund released to them in time so that the next installment of  Central Share can be availed on time. The minister also directed the DDSEs to complete all pending civil works in time.

For arresting the drop-out rate of students at elementary level, the minister has asked the districts to identify 'Out of School Children' and enroll them in nearby schools so that they can access free education under SSA.

Emphasizing on proper planning at district level, the DDSEs have been directed to constantly monitor, supervise, provide on-site support and report the activities to State level.  

Parliamentary Secretary (Education) JK Pangging while condemning the Likabali incident has asked the DDSEs to be very alert and work for all round betterment of educational scenario in the state. For this he has requested the DDSEs to work with dedication commitment towards cause of quality education and to prioritise the welfare of children.

The Commissioner Education CB Kumar and the SPD SSA RK.Mishra also advised the DDSEs to carry out their responsibilities in true manner and to work with the motto 'power is responsibility'.  They also directed the DDSEs to see that all child entitlements as per RTE Act and SSA guidelines are provided to children in time and without hassle.

ITANAGAR, Aug 30:  Reflecting the strength and unity, the press fraternity of Arunachal Pradesh today unanimously selected/elected their new teams to ensure that the press functions as the right bridge between the government and the public.

Chopa Cheda (Editor The Arunachal Pioneer), Tumter Riba (Director ANN), Ranju Dodum (Associate Editor, Independent Review)   and Jackson Tayeng (Reporter, Eastern Sentinel) were selected as the president, vice president, general secretary and assistant general secretary respectively of the Arunachal Press Club (APC). While Azing Pertin(Sub-Editor Echo of Arunachal), Raju Mimi (Correspondent, The Arunachal Times), Amar Sangno (Sub-Editor, The Arunachal Times) and Mukul Pathak (Senior Correspondent, DY365) were selected as the president, vice president, general secretary and assistant general secretary of the Arunachal Pradesh Union of Working Journalists (APUWJ). Appu Gapak (Sub-Editor, The Arunachal Times) was selected as the treasurer and also retained the post as information & publicity secretary for both the organizations in the general conference-cum-selection/election held at Arunachal Press Club. Senior journalist and editor of Arunachal Front Pradeep Kumar Behara has been selected as Chief Advisor of both organizations.

The new teams of APC and APUWJ have been selected following the completion of three year tenure of present incumbent on August 29 last. The new executive members took over from the outgoing office bearers with a vow to march ahead as the true partners of development of the people of the state.

Meanwhile, extending its wings in the districts both organizations also appointed joint secretaries in various districts such as Yangchang Tacho, Lower Subansiri, Ojing Tayeng, East Siang, Pisi Zauing, Changlang, Jiko Linggi, Lower Dibang Valley.

Wishing the new incumbents, outgoing APC president Taba Ajum said both organizations have lot of responsibilities ahead therefore he suggested the members to deal every situation with maturity. He appealed to each and every member to work for welfare of society as well for fraternity.

 

 

APSCW seeks special court

ITANAGAR, Aug 30: Arunachal Pradesh State Commission for Women (APSCW) has urged the govt. to immediately activate Special Court under the Protection of Children from Sexual Offences Act 2012 for speedy trial of child rape cases, abuse and molestation etc. APSCW raised the demand after visiting Likabali to take stock of the reported molestation and rape of minor girls at Likhabali, according to an APSCW release.

APSCW urged the education department to ensure that proper police verification of teaching staff and their qualifications along with requisite documents are done before granting licence to run private schools.

The team, after having detailed interaction with accused and the Principal and teaching staffs, claims to have found that they were running the school without requisite qualification and experience to deal with minor children and none of them had possessed inner line permit (ILP).

“In order to check malpractice in all govt. and private schools, there should be team/board consisting representatives from School Education, Social worker, medical officer, officers from W&CD department and a child counsellor etc to conduct periodical check,” the APSCW release said.

In case of any loopholes or complaint against school authority/ teaching staff, the release said, the school should be immediately closed until the complaint is properly verified.

The Govt. should take immediate steps to rehabilitate the children of Green Valley School so that their academic career is not hampered, the release said, and suggested the authorities of respective schools to appoint female warden in girls hostel and male warden for boys hostel.

The Commission further urged the govt. to pay compensation to rape/ molestation victims as per Arunachal Pradesh Victim Compensation Scheme, 2011.

It demanded exemplary punishment to the rape accused and also to any other staff whoever is found involved in the heinous act.

Earlier, the team interacted with the SDO in charge, the victim girls, their parents, police and women representatives from NGOs to know details about the incident.

Workshop cum Training on NFSO-2013 held

ITANAGAR, Aug 30: A workshop cum training on implementation of “National Food Security Ordinance (NFSO) 2013 was held yesterday at UD conference Hall, Mowb-II Itanagar.

The meeting was presided over by Sanjay Goel, Deputy Commissioner Itanagar Capital Complex and attended by Higio Aruni, Chief Councillor Itanagar Municipal Council(IMC), in the presence of members of Empowered Standing Committee members and Councillors of the IMC, ZPMs/ Anchal Chairpersons and administrative officers.

DC asked all the councillors and PR leaders who are also the member of the committee constituted for effective implementation of the scheme to take maximum advantage of the training as they are the leaders at grass-root level who can find out the actual beneficiaries.

The DFCSO Itanagar Amit Bengia through a power point presentation provided the background of PDS and explained in detail the salient features of NFSO, the eligibility criteria for inclusion in priority household, revised allocation of foodgrains under NFSO, action plan, statistical information of Itanagar Capital Complex, committees cum nodal officers etc.

Explaining the eligibility criteria for inclusion in priority household, he informed that all the household covered under AAY and BPL schemes will be covered under the new scheme unless such families have crossed BPL criteria, all MNREGA Job Card Holders, all labourers registered under AP Building & Other Construction Workers Welfare Board(APBOCWWB), labourers who are working in the public or private sector having family income less than Rs.1 Lakh per annum, registered hawkers/ vendors,  Contingency Employees and widows of defence/paramilitary/state police personnel who died in operations. Those excluded are all regular Govt/PSU employees including Work Charge employees, all elected representatives who are receiving pay and allowances from the state exchequer, all vehicle owners and families having income more than Rs. 1 lakh per annum. He also explained in detail the difference between the new scheme and the existing system of targeted PDS.

Following the directives of the Hon’ble Supreme Court of India to computerize the entire PDS system, he informed that the department has started its prestigious e-governance project Arun ePDS since 12th April 2013 in Itanagar, Naharlagun & Banderdewa and since its inception till date more than 3000+ beneficiaries data have been digitized along with their bio-metric data capturing which will help in reducing efforts & make it transparent so that the actual beneficiaries will receive the benefits.

The NFSO which was officially launched in the state August 20 envisages providing for food and nutritional security in human cycle approach at affordable prices to people. The scheme reflects the commitment of Government of India to ensure food security for all and to create hunger free India in the next five years and to improve the Public Distribution system for which the population of 2011 census has been taken as the basis to calculate the percentage of coverage under priority household.

Terming it as a big responsibility, the Chief Councillor exhorted all to work hard with honesty. She also expressed her happiness as the scheme provides a boost to women empowerment as one of the salient features of the scheme mentions that the priority household ration cards will be issued in the name of the female member of the household.

During the meeting, doubts and points raised were cleared by the DC and DFCSO and suggestions were heard. The DC asked all the councillors and PR leaders to maintain integrity while enrolling the names of the beneficiaries and see that the scheme reaches to the most needy people. He also asked them see the credibility and acceptability of the person while selecting the members of the Ward/ASM segment committee who will finalise the list of the beneficiaries at their respective wards/ASM segments.

Jiken Bomjen EAC Itanagar asked all to work in unison so that the scheme is not misused and reaches to the rightful person.

APYC president calls on Rahul

ITANAGAR, Aug 30: Arunachal Pradesh Youth Congress president Tadar Niglar called on AICC vice president Rahul Gandhi in his residence at New Delhi today and apprised him of the activities of the youth brigade of the Congress party in the recently concluded Panchayati Raj and Municipality elections in Arunachal Pradesh.

In his meeting with Rahul, Niglar briefed the former about entire electioneering process, including active participation of APYC cadres and workers in bringing landslide victories for the party in both Panchayat and Municipality elections. He also apprised him about the present political scenario and the developmental activities and the opportunities being initiated by the present ruling Congress Government, especially for the unemployed youths of this landlocked and strategically located state.

Meanwhile, Rahul appreciated the state’s young activists of the party and emphasised on participation more youths in the mainstream politics.

He also urged the youth of the State to work with close coordination with people at grassroots level and work to win their heart. He also urged the youth leader to create public awareness about various centrally sponsored welfare schemes/packages, including national food security ordinance.

He appealed to the youth of the country to act as bridge between the Government and the common people.

DRDA governing body meetings at Aalo & Pasighat

ITANAGAR, Aug 30: The Governing Body Meeting of West Siang DRDA was held under the Chairmanship of Yaman Bagra, Chairperson, West Siang Zilla Parishad at DC’s Conference Hall, Aalo today. All HoDs, ZPMs, BDOs, and Anchal Chairpersons attended the meet.

Speaking on the occasion, Bagra insisted on selection of schemes that benefit the people at large and  said that three tier of panchayat should coordinate with the implementing agencies to do away any misunderstanding.

She asked BDOs to send the list of beneficiaries under IAY and MGNREGA quite prior to preparation of Annual Action Plan. Proper utilization certificate, photos on success stories, monthly progress report and social audit in soft copy should be handed over to PD DRDA. She stressed on giving due importance to Self Help Group. She also appealed all the HoDs and administrative officer in the outpost to look into multiple natures of problems faced by the people as raised in the meeting by the Zilla Parishad Members pertaining to health, education, absenteeism of officers, decentralization of procurement, electrical problem at Sibe Siru, drainage at Piri Sago road, shortage of doctors, PDS distribution, control over local cable television on sensitive issues etc.

Chief Executive Officer DRDA M. K. Sahoo insisted on futuristic planning under the poverty alleviation programme. Sahoo said the panchayat body should fix target and select good and viable schemes that uplift the economic activities of the people. The government mission of employment generation to people should be fulfilled up to satisfaction and quality of works should be ensured.  

Dege Ete PD DRDA placed before the house Annual Action Plan for all central sponsored schemes and DRDA administration budget for the year 2013-14. The APO (technical) DRDA urged all BDOs to issue forms for job cards. The Senior Account Officer DRDA outlined the physical and financial achievement of various programme under DRDA.

PASIGHAT: The 46th General Body meeting East Siang DRDA was held under the chairmanship of the Zilla Parishad Chairperson Kaling Dai in the DC’s conference hall yesterday. East Siang DRDA has unanimously approved the Annual Action Plan for the next financial year under the centrally sponsored schemes. The house also passed various developmental schemes/plans under MGNREGA, SGSY, IWMP and IWDP. The meeting was attended by DC-cum-CEO Nidhi Srivastava, PD-cum-Member Secretary Manik Bui, ZPMs, BDOs, head of line departments, all the Bankers of Pasighat and Siang Women Floriculture Co-operative Society (SWFCS).

At the outset, Kaling Dai addressing the meeting urged the PRI members and officers to shoulder their responsibilities and emphasized for meaningful and perspective plans stressing on coordination and strict adherence of government guidelines. According to him, active involvement in grass-root level by close monitoring and guidance in the beneficial schemes meant for villagers will promote social and economic stability in the district. Dai said this can be possible through close coordination and cooperation of all.

The Deputy Commissioner Srivastava while reviewing the ongoing developments asked the house to justify and accept the genuine rural requirements and use of government funds judiciously for greater interest of the rural masses. The DC appealed the PRI members and the government executives for successful implementations of all the schemes and projects, flagship programs completed so far and framed for future and further urged all to maintain same tempo and spirit for betterment of the rural people. In her speech the DEO directed the officers to submit Utilization Certificates timely to release next installment (funds) by the government.

Former ZPM Nakek Moyong called for implantation of poverty alleviation people-friendly schemes and proposed exposure tour for newly elected PRI members. Moyong appealed to maintain quality materials and works. Taking privilege, he advised the bankers to be more cordial and to show helping attitudes while serving the innocent rural people in the district. The SWFCS representatives claimed that district has ample potentials for sericulture and it should the encouraged by the members Zilla Parishad for income generation.

The DRDA Project Director Manik Bui presented the annual report and highlighted all schemes and fund placements. He urged all to apply their best abilities for enhancement of living standard of rural poor. He stated that “We should work with a missionary zeal and transparency and communication always bring good fruits in the society”. The PD however expressing his dismay appraised the house that the departmental staffs are not getting their salaries for the last eight months which affects their family life and it is a matter of frustration for the entire agency. The gist of Solung and preparation for celebration

Festivals in Arunachal are just as vibrant as its cultural fabric. They are colorful, full of life and most of all touch the very soul of its people.

Solung is the most popular festival of the Adi community which is celebrated on 1st September every year with traditional fervor and gaiety. Though primarily it is an agro-based festival, it also reflects the socio-religious features of the people. In this festival Goddess of crops and food grains Kine-Nane, God of wisdom & knowledge Doying Bote and the God of domestic animals Dadi Bote Gumte-Gamro are worshipped and in every house and field respectively by one of the family members of the household.

Preparations at Pasighat: Solung festival preparations are going on in full swing for full five days celebration in the Solung ground.

Besides traditional rituals for increase in agricultural productivity and welfare of the inhabitants of Pasighat, the cultural extravaganza will also witness artists from diverse fields of traditional music, dance, handloom and handicrafts etc. Ponung troupes, comprising forty members including Miri Abu (Priest) and Irging (Assistant) from far-flung Damro village of Upper Siang will arrive on Aug-30 to perform rituals.

The entire complex of Solung ground is being given a facelift, constructions of exhibition stalls, Sotkyang, main stage etc being carried out and maintenance and decoration of Solung-Hall is going on in full swing. The Bin-Nyat Aane Committee is preparing to extend hospitality and entertainment to the guests and invitees. The President Tashiram Pertin and General Secretary Tapang Dai of CSFCC-13 tirelessly monitoring the all preparation activities. They said “It is our glorious culture and we will leave no stone unturned to make the festival a grand success”. Duo hoped that all preparations would be completed well before the start of the mega event.

The gist of Solung Celebration

The beginning of the celebration (Aug-31 evening) called Dogin yume (preparations / arrangement evening), 2nd day is Dorep or Ardo-Bado longe’ (starting or sacrifice day), 3rd day is observed as Binnyat, where rituals relating to Goddess of crops and prosperity Kine-Nane is performed, 4th day is known as Taktor / Ekop (preparation of bows, arrows and war weapons) where arrows and bows were also fastened above the door of every houses and the last day is called Miri yamlik (‘send-off’ ceremonial to Miri Abu)

During the festival indoor offering to God and Goddess is performed in Agam Pebong (altar) of every house, and outdoor offering are performed in Sopíd, a place or wooden post where domesticated animals especially Mithun were fastened, besides these the ritual offering is also done in agricultural field.

In the evening till morning from Dorep Longe, Ponung is performed where the Rhapsodist recites about origin of human being, creation of universe and other activities of human civilization. Even some of the Rhapsodist foretells future incident and happening during Ponung.

During Gidi Adeng-Ape (festival eve) various sports, entertainment activities and social taboos were also performed and observed.

 

 

Changlang DLMC meeting held

CHANGLANG Aug 30: The DLMC meeting of Changlang district was held yesterday under chairmanship of Deputy Commissioner Chanchal Yadav.

Almost all ZPMs of Changlang district, HoDs and Administrative Officers attended the meeting. The review was done for implementation of projects sanctioned under CSS, NLCPR, SPA, NEC, CRF, RIDF & others.

On the occasion, Deputy Commissioner expressed her dissatisfaction over the slow implementation of some projects sanctioned under above programmes. She asked the concerned executive agencies to expedite completion of work and fixed the deadline for most of the projects by March 31 next and MsDP projects by  October 31. She further instructed the Executive Engineers to personally monitor the projects instead of depending to their subordinates.

The Deputy Commissioner also directed the executing agencies to maintain the quality of works and stressed on timely completion of the schemes. She appealed to the PR members to extend cooperation with the district administration and implementing agencies so that works are executed smoothly and completed in time for larger interest of the public. She also asked EE (PWD) Changlang Division to give priority on construction of CC Road with drainage in Changlang township area and early completion of Changlang to Margherita road which is the life line to Changlang district. EE (PWD) Jairampur division was also directed to expedite construction of road from Namchik-Miao-M. Pen.

She was particular on revenue generations and asked all work departments to direct the contractors to deposit the entry tax at gate.

She also said that the land revenue, water charges and electricity bills should be paid in time to improve the financial position of the state.

Touching to the educational scenario, she informed that as an innovative plan, a senior officer each for all the Secondary and Higher Secondary Schools of this district has been appointed to act as mentor to see over all safety and security of girl students in particular and to improve the quality of education and asked PR members to cooperate the department. CM agri-mechanization prog held at Kitpi

Tawang, Aug 30:  RWD  and Tourism Minister Pema Khandu along with Tsewang Dhondup Parliamentary Secretary Art & Culture, Abhishek Dev, Deputy Commissioner Tawang and ZPC Tawang Jambey Tsering distributed 3 numbers of Power Tiller and 5 numbers of Paddy De-husking Machine to the beneficiaries under the Chief Minister’s Agri-Mechanization Programme at Kitpi Circle Tawang on August 26.

Calling for better coordination from the PRI members in the successful implementation of the programme, he urged upon the PRI members to constantly monitor the schemes in the various departments and update the public on the prospects of these schemes. Updating the people about the programme, he further exhorted the beneficiaries to make optimum use of the modern equipments for maximum agricultural output and to encourage the use of modern technology in agriculture/horticulture. Informing that all the elements of a particular scheme may not be feasible in the region, he advised various departments in the district to notify the Govt. about the difficulties or shortcomings in the implementation of any scheme. He also informed the gathering about the harmful effects of the use of synthetic pesticides.

Tsewang Dhondup said that it is the collective responsibility of the officers and beneficiaries to successfully implement the programmes. He further informed that the main objective of the programme is to maximize the yield/product with the help of modern technology.

“The agricultural land in the region is very  limited because of the climate and the terrain, so to maximize the production from the limited land modern machinery has to be used” said Dhondup. He also proposed for minimizing the use of pesticides as it poses a great threat to the human health and the eco-system.

Deputy Commissioner Tawang Abhishek Dev said he is satisfied with the successful implementation of the programme in the district and lauded the encouraging response from the beneficiaries. Informing about the flagship programme, he said that Kitpi, which has the best suitable climate, location and also the best terrain for agriculture production in the district, can become a role model for agri-production in the district. He exhorted upon the District Agricultural department to constantly support and monitor the implementation of the programme.

ZPC Chairperson Jambey Tsering urged the people and the beneficiaries to make proper use of the equipments and also to provide feedback to the concerned departments if these equipments do really make a difference in the production scale. Former MLA Tashi Khandu thanked then Agriculture Minister and the Chief Minister for bringing about such initiation that would benefit the common people.

Earlier S.Kumar DAO Tawang gave a brief report about the machineries and the selection of beneficiaries.  He also informed the gathering that due to the terrain of the district, the use of tractors (also provided under the scheme) is not feasible. And suggested that the govt.if aware of such difficulties, can opt for other practicable machines.

ZPM Kitpi Sherap, Anchal Chairperson Kitpi Leki Phuntso and the Circle Officer Kitpi Tenzin Jambey also spoke on the occasion.

Later, the team visit to the Govt. Secondary School Kitpi and the VKV Kitpi. Encouraging the teachers and the staffs of the schools for dedicated service, Pema Khandu Minister RWD & tourism gave a patient hearing to the problems faced by the schools.

The members also visited the Kalawangpo Convention Hall Tawang to assess the preparations for the International Tourism Mart 2013 scheduled to held in the month of October at Tawang.

 

 

Advocacy for AWWs on HIV andSTI/RTI conducted at Pasighat

ITANAGAR, Aug 30: Arunachal Pradesh State AIDS Control Society (APSACS) in association with Department of Social Welfare, Pasighat organized a one day advocacy meeting for Anganwadi workers at Pasighat yesterday.

Speaking on the occasion, Ponung Ering, Deputy Director, Social Welfare, asked the AW workers to create awareness among people at grassroots about HIV. Stressing on the role of AW workers in making rural people safe from HIV, she said the awareness was the only answer to HIV.

DRCHO of East Siang, Dr. T Gao, while highlighting the HIV scenario of the state said that Arunachal Pradesh is no more a HIV free state. Everyone should know about its mode of transmission before it spread further so that we can prevent ourselves from HIV. He also cautioned people not to discriminate people living with HIV. He also emphasized on the role of Social Welfare Department in the prevention and control of HIV and STI/RTI in the state through its workforce (AW workers).

Social Welfare and Health departments are two sides of same coin and can play vital role in the prevention of HIV/AIDS by effective coordination and collaboration, he added.

Counsoler ICTC, Agam Ete, highlighted the basic routes of HIV/AIDS transmission and how it can be prevented effectively. Knowledge is the only vaccine against HIV she added. Counsoler, PPTC, Kayum Loya, highlighted various types of STI/RTI and its related complicacy. She also pointed out the prevented aspects of STI/RTI through her power point presentation. Altogether 106 Anganwadi, 13 supervisors and 5 CDPOs from Pangin, Mebo and Pasighat area participated in the programme.

Lion sidelined in Wildlife Bill

Lion may be king in popular imagination; but when it comes to conservation policy, it is the tiger that rules the roost - this despite the fact there are just 411 Asiatic Lions in the country against 1,800.

Take the Wildlife (Protection) Amendment Bill-2013 that was introduced in the Rajya Sabha on August 5, for example. It proposes exclusive provisions for the conservation of tigers, but little for the king of the jungle, which has been dumped into the list of ‘other wildlife.’

Since the amendments to the Wildlife (Protection) Act of 1972 are targeted at curbing the growing trade in animal parts in international markets, sidelining the lion may prove costly, say experts. The amendment bill is based on the recommendations of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

The bill proposes more stringent laws but the Centre has once again failed to put lions on par with tigers in the country. Officials said that in 2007, when there was stringent checking at tiger reserves, the poachers turned towards Gujarat and killed eight lions. It was established during investigation that the lion bones were sold as tiger bones in the international market.

The International Union for Conservation of Nature (IUCN) lists both the Asiatic lion and the Indian tiger in the same category — endangered species. While Gujarat is the only home of the lion - this limits the spread of its gene pool - the tiger is found in 17 states of the country.

Bring change in design of uniform

Dear Editor,

Through the column of your esteemed daily I would like to draw the attention of concern authority regarding uniform of students of DN College Itanagar. The uniform especially that of girls (blue shirt and navy blue Mini skirt) is of no match to that of Assam which uses traditional Shari as uniform. Also in our state at Siang belt traditional GALE is used as uniform. It has huge impact on young generation and helps to preserve indigenous culture and heritage of our forefather. My earnest prayer to all concern especially ANSU and AAPSU is please bring changes in the uniform design of DN college for greater interest of indigenous people of Arunachal Pradesh.

JNC College campus deprived of ATM facility

Dear Editor,

I on behalf of students of JNC Pasighat, would like to highlight problems faced by students regarding the scarcity of ATM facility in the oldest town of state. We know that, JNC Pasighat is the oldest institution of higher learning in Arunachal Pradesh which was established on 3rd July 1964.Inspite of it, there is no ATM facility inside the college premise. Due to this reason, JNC students are facing lots of problems. For example, when we want to withdraw money, we have to stand in long queue by spending more than 2-3 hours at ATM booth. This problem hampers the study routine of students as well as creating problem for the common public. Especially, those students who come from other district to study at JNC are the main sufferer of this inconvenience because Hostel and College are situated at a distance of 3(three) km away from ATM facility which is located in the main town area. We know that, there is a very popular proverb time and tides, waits for none.

Lastly, I would like to request the Concern authority to look into this matter at the earliest by installing ATM booth at college campus for the convenience of the students as well as college faculty member of JNC Pasighat.
